read statewide and other county-wide issues) LEVY PASSED BY 23 VOTES!! Levy & Funding Facts: Fact: The library currently receives over 90% of its revenue from the State of Ohio. The remainder of revenue comes from overdue fines, fees, donations, interest on investments and miscellaneous sources. Fact: State funding is based on a percentage (currently 2.2% but will drop to 1.97%) of the General Revenue fund. This tax revenue will ebb and flow with the trends of the economy. Fact: The library is NOT funded by the county commissioners. There is no line-item in the county budget for the public library. Fact: The branch libraries in the villages of Antwerp, Oakwood and Payne are a part of the Paulding County Carnegie Library system. They would not exist if the Board of Trustees of the library system had not worked with local citizens to make them possible. The Antwerp Branch Library opened in 1991. The Payne Branch Library opened in 1996. The Cooper Community Library in Oakwood opened in 2000. Fact:
The library received zero additional state funds when new
branches were opened. The “pie” was just cut into more pieces – so to speak. Fact:
The library provides great value to its citizens. The
library can actually put money in the pockets of Paulding County families.

The Board of Trustees is placing a 2.17 mil levy on the ballot on November 3rd. This will cost a homeowner of a $100,000 home about $76.00 a year – or less than .21 a day! If all citizens would get in the habit of using their local library, the additional tax they have to pay on their property bill could be paid for in one visit! Imagine the savings for a family who uses the library weekly, or even once a month! This levy will generate revenue to bring the library back up to funding levels of 2000 and 2001. |

Language PROPOSED TAX LEVY
(ADDITIONAL) A majority affirmative vote is necessary for passage. An additional tax for the benefit of Paulding County Carnegie Library for the purpose of CURRENT EXPENSES at a rate not exceeding 2.17 mills for each one dollar of valuation, which amounts to $0.217 for each one hundred dollars of valuation, for 5 years, commencing in 2009, first due in calendar year 2010.
